A voltage stabilizer is intended to regulate voltage within its specified input window. It is not a substitute for an SPD against fast transients, and it cannot make a damaged neutral or unsafe installation acceptable. Measure first, then coordinate regulation, cut-off and surge protection.

No. An AVR regulates eligible voltage variation. A surge protective device targets short transient overvoltage. A complete design may use both.

Whole-property protection is possible, but capacity, phase, coordination and downstream sensitive loads should be assessed by a qualified electrician.

No. Suspected neutral faults are hazardous and require immediate inspection and repair. Do not treat them as a normal regulation problem.
