Low voltage is a symptom, not always the root cause.

Large motor starts and step loads can cause voltage sags. Loose connections, undersized conductors, overloaded circuits, a weak local supply or transformer conditions can also contribute. A stabilizer should not be used to hide unsafe wiring.
